EDA Services + Zoning Code Update

The SHC team is working with the Brainerd Economic Development Authority (EDA) to analyze and visualize land use within the City. Using GIS tools, design software, and market research information, we have been able to analyze and offer data-driven recommendations for development.

SHC also worked with Brainerd to restructure the City’s zoning code to minimize repetition and emphasize character areas. During this process, the City identified key regions to transition into form-based districts, focusing on form, scale, and massing to strengthen the character of its downtown and traditional neighborhoods. The resulting hybrid code, which was reduced by over 75 pages, consolidated the number of zoning districts, and aimed to promote economic development and investment in the community.
