Zoning Code Update

The City of Brainerd had recently adopted its 2035 Comprehensive Plan, revealing inconsistencies with the existing Zoning Code and the City’s vision and goals for the future. SHC developed a new code, restructuring it to minimize repetition and emphasize character areas. During this process, the City identified key regions to transition into form-based districts, focusing on form, scale, and massing to strengthen the character of its downtown and traditional neighborhoods. The resulting hybrid code, which was reduced by over 75 pages, consolidated the number of zoning districts, and aimed to promote economic development and investment in the community.
