In 2022 the Metropolitan Council initiated a study to understand how e-commerce trends would affect the region from a land use, transportation and market perspective. CPCS engaged SHC to prepare the market context and land use analysis for study, focusing on Last-Mile facility location selection decision. The analysis focused on how operators selected their last-mile and co-located facilities evaluating a variety of metrics including proximity to the transportation network, socio-economic factors such as disposable income, consumer expectations combined with household and population density. Study included extensive interviews with local developers, real estate professionals and operations/ logistics representatives from key e-commerce businesses such as Target, Walmart and Amazon.
